Course description

Lead with strength, culture, and purpose. This nationally recognised qualification, BSB41021 Certificate IV in Aboriginal and Torres Strait Islander Governance, empowers Aboriginal and Torres Strait Islander people to take up leadership and governance roles within their communities and organisations—on Country and on your terms.

At the AbSec Learning and Development Centre (LDC), this course is designed to support leaders who walk in two worlds—honouring cultural responsibilities to community while meeting legal, financial, and governance obligations. You’ll gain the confidence, knowledge, and practical skills to make strong, informed decisions that respect culture and build trust, transparency, and accountability. Whether you’re stepping onto a board for the first time or strengthening your existing leadership role, this course helps you create lasting change and uphold good governance for your people and your community.
A total of 12 units must be completed to achieve the qualification.

Core units (7):
  • BSBFNG402: Interact with Aboriginal and Torres Strait Islander organisation members and the community.
  • BSBFNG403 Participate as a board member of an Aboriginal and Torres Strait Islander organisation.
  • BSBFNG401: Plan and chair Aboriginal and Torres Strait Islander organisation’s board meetings.
  • BSBFNG409: Comply with Aboriginal and Torres Strait Islander organisation director obligations.
  • BSBOPS306: Record stakeholder interactions.
  • LGACOR011: Analyse financial reports and budgets.
  • PSPGEN097: contribute to conflict management.

Elective units (5):
  • BSBFNG404: Maintain and protect cultural values in an Aboriginal and Torres Strait Islander organisation.
  • BSBCMM412: Lead difficult conversation.
  • BSBSTR502: Facilitate continuous improvement.
  • BSBPEF502: Develop and use emotional intelligence.
  • BSBFNG405: Review and apply the constitution in an Aboriginal and Torres Strait Islander organisation OR BSBFNG406: Assist in developing and implementing Aboriginal and Torres Strait Islander organisational policies.

Other electives may be available for those undertaking a blended delivery mode.

Who can attend?

Students should be in either a Board or CEO position of an Aboriginal Controlled Not for Profit organisations.

All applicants must undertake a Language Literacy and Numeracy (LLN) assessment as part of the enrolment process to ensure appropriate assistance is provided throughout the course.

Delivery options

This course offers two delivery options: fully online (distance) or blended learning, providing flexibility for students balancing work and study.
Blended delivery is tailored to your needs and may include:
  • Interactive workshops (face-to-face or online).
  • Online learning activities.
  • Contextualised projects.
  • Recognition of current competence through workplace evidence, third-party collaboration, and oral assessment.
Workshops are facilitated by experienced, fully qualified trainers and are designed to be engaging and practical. Students are encouraged to complete online activities before attending any scheduled workshops.

Credit Transfer and Recognition of Prior Learning

AbSec LDC recognises the qualifications and statements of attainment issued by other Registered Training Organisations. Credit transfer and Recognition of Prior Learning are available for units of competence that are equivalent. RPL/CT is $1000 + $100 per unit.
